With its vision to develop world-class and renowned healthcare infrastructure, expertise, and services, UAE Government is extensively expanding and upgrading its healthcare systems to match the international standards.
According to a survey, the GCC healthcare market is projected to grow at a 12.1 per cent compound annual growth rate from an estimated $40.3 billion in 2015 to $71.3 billion in 2020, driven by an increase in the population and rising cost of treatment.
Private sector is also playing its role in making UAE a safer and healthier country in GCC when it comes to a developed healthcare infrastructure.
For all these private entities setting up a rehabilitation centre in Dubai, it requires few important steps in order to get the No Objection Certificate from Dubai Health Authority.
NOC from DHA is mandatory to present to DED for issuance of the Professional License of the Rehabilitation Centre.
In this article, the basic requirements are discussed to give insight into the process of establishing a Rehabilitation Centre.
Specialities – Rehabilitation Center: DHA has divided the rehabilitation activity into different categories based on the medical professionals’ speciality in medicine, physical or behavioural therapy and psychiatry etc…
Departments Involved: Government Departments like the Department of Economic Development – Dubai. (DED), Dubai land Department. (RERA), Dubai Health Authority. (DHA), Dubai Municipality. (DM) (If required for a few activities), Dubai Civil Defense. (DCD) (For inspection of the premises to confirm if public safety parameters are followed), Ministry of Labor. (MOL), Ministry of Interior – DNRD. (Immigration) and Dubai Courts etc.. are involved in securing the necessary approvals to establish the Rehabilitation center.
First of all Trade Name Reservation and Initial approval inquiry receipt from DED are applied which again depends on the speciality healthcare professional needs to offer. After that, the center needs to enter into a tenancy agreement for the premises and get the Ejari from Dubai Land Department.
Securing DHA Approval and NOC for issuance of the rehabilitation center’s license requires further documentation and a floor plan as per the guidelines of DHA which should be prepared by experienced interior designers to avoid delays.
Final approval is done after the inspection of the premises to check the following:
a) If the fit-outs of the premises are carried out as per the submitted and approved floor plan.
b) Medical director has been appointed by the Establishment Owner.
The whole process may take up to 2-3 months usually depending upon compliance and adherence to DHA guidelines as per the requested speciality in Dubai.
