Dubai is set to create 150,000 jobs for creatives through the launch of a new visa system for independent workers and a culture visa programme that will allow people to work in the UAE for up to four years without needing a sponsor. This news comes as Dubai’s unemployment rate hit 3.8 percent in the first quarter of 2018 – its lowest level since 2011 – but still well above the world average of 4.
Dubai aims to increase the creative sector’s contribution to its GDP over the next five years to create 70,000 to 150,000 jobs.

The project’s creative activities cover six main sectors: cultural and natural heritage, books and press, performing arts and celebration, audio-visual and interactive media, visual arts and crafts, and design and creative services, as well as other fields that branch out from it.
The four main types of creative licences available are the Trader licence, which is available to different nationalities and allows freelancers to create from home; the Intelaq licence, available to independent UAE and GCC citizens; and the SME Startup Licence, available only to owners of start-up companies of all nationalities, who are immune from fees for five years.
