If you are setting up a nursery in Dubai, there are two different authorities in the city you will hear about: the Ministry of Social Affairs and Knowledge and Human Development Authority (KHDA). The Ministry of Social Affairs is responsible for handling nurseries inside the city or Dubai Mainland. On the other hand, the KHDA handles nurseries in all Dubai Free Zones.

To register with any of these authorities you should be ready to fulfill all health, safety, quality and educational requirements. KHDA nursery requirements may involve presenting more documents from applicants.

For Dubai Mainland applications, you will need to present detailed operational, educational, and financial plans of the project plus get location approval. The Municipality and Civil Defense departments may also get involved during the registration process. Once the Ministry of Social Affairs gives you its approval, you will need to go to the Department of Economic Development of Dubai to start the official registration process there.

Before setting up your nursery, look around for a proper location for your business and prepare your budget. It will take some time before you can get your nursery legally registered. Save enough capital to keep your business running while waiting for your business to run at full capacity.
